Ramesh slams Arunachal Govt on PMGSY project implementation

ITANAGAR, Mar 3: The Union Minister for Rural Development Jairam Ramesh who recently visited Arunachal Pradesh during statehood day celebration has written a letter to Chief Minister Nabam Tuki expressing his serious concern over the implementation of PMGSY road projects in the state.  In a letter dated 22nd February 2013, a copy of which is made available with this daily, Ramesh particularly showed his concern over quality of roads.

It is to be mentioned that during his visit to the state besides being chief guest at statehood day celebration, the Union RD Minister had visited Vijoynagar in Changlang district and Bameng in East Kameng district to laid foundation stone for two major PMGSY projects.

“I am writing to inform you that we have just sanctioned PMGSY proposals for Arunachal Pradesh amounting to Rs.847.45 crore for 94 road works and 28 long-span bridges covering 1148.96 kms,” the letter read. “ However, I must also bring to your personal attention three very important issues that have a bearing on the PMGSY programme in Arunachal Pradesh. While I am all for giving flexibility to the state considering the special circumstances prevailing there and the special challenges being faced there, I think we would be doing a gross disservice to the people of the state, for whom PMGSY roads are being built, if these issues continue to get ignored,” the letter continued.

The Union minister clearly mentioned that the roads already sanctioned are yet to be completed, including 90 works sanctioned prior to March 2010. “Against required maintenance expenditure in the last 3 years of Rs.6.65 crore, actual expenditure is only Rs.1.94 crore.  The quality of roads is very poor, with 23 per cent at ongoing stage and 17 per cent on completion being graded unsatisfactory by national quality monitors,” Ramesh wrote in the letter.

He urged Chief Minister to devote more attention to these three issues and keep him informed about the steps being taken by the state to rectify this unsatisfactory state of affairs.

According to the observer the major cause for delay and poor quality of work should be attributed to the contractor and public of the particular area. “Many a times contractors compromise with the quality of road for their benefits. However some of the blame for it should be borne by the public of the area. They usually disturb contractors and implementing agencies demanding their share in the work. This leads to the serious compromise of the work,” said a keen observer.

It’s been observed that areas like Siang belt, Papum Pare, Kurung Kumey, East Kameng and insurgency infected districts of Tirap, Changlang and Longding are worst performer of PMGSY projects.  Even during his statehood day celebration speech, Ramesh had stressed on the need for judicious use of fund being provided by central  Govt and emphasized that fund should reach the actual beneficiary.

 

 

School girl sexually assaulted at Longding

ITANAGAR, Mar 3: Hundreds of people went on a rampage severely assaulting an IRBn personnel who was accused of sexually assaulting a Class-VI student, and damaging police vehicle and the Community Health Centre at Longding, the headquarter of Longding district, this evening prompting police to fire in the air to scare away the attackers.

According to source, hundreds of people started gathering at the police station since early this morning after news spread that the student of Govt HS School here was allegedly assaulted sexually and the IRBn personnel accused in the case was taken into custody.

The accused personnel of the 1st IRBn, who was recently posted at Longding alongwith others on law and order duty was picked up by the locals and police took him into custody. However, at around 5.30 in the evening when the accused was being taken to the CHC for medical examination the people swooped down upon the accused and assaulted him besides damaging government properties.

According to the latest report, doctors from the Army are now treating the accused at the local police station due to security reason.

The victim was last evening found in an unconscious state beside the circuit house. It was only this morning she gained her consciousness after she was taken to the CHC and narrated her ordeal.

According to sources, the accused had confessed of sexually assaulting the victim including rape after she was forced to consume drinks mixed with suspicious substance.

The police have launched investigation and the victim is being medically examined.

Meanwhile, Thangwang  Wangham, local MLA and Parliamentary secretary, IPR condemned the incident and said that anybody committing such inhuman crime should be dealt with iron hand. He urged the public to allow the law to take its own course and not to aggravate the situation.

When contacted Longding SP informed that they have registered a rape case in this regard. “The crowd today thrashed him (accused) badly and caused serious injury to the head. We are taking him to Dibrugarh for treatment. We are yet to ascertain the rape charge,” said SP.

 

 

Remote Sekong gets road connectivity; Waii inspects  development projects

ITANAGAR, Mar 03: Seeing a bike or vehicle in this remote and inaccessible village was unthinkable few days ago. But the PMGSY made it possible and remote Sekong village under Lada circle in East Kameng, largely inhabited by Miji tribe has finally been connected  with Richukrong under  the PMGSY. The 25-km road project with an estimated cost of Rs 19 crore was executed by the  rural works department Seppa.

The remote village has in fact reason to cheer up, as the road connectivity to village came as huge relief for them in terms of transportation and communication.

Making the moment more historic Parliamentary Secretary for RWD Kumar Waii who is also local MLA inspected the road in an unofficial visit on Friday.

Parliamentary Secretary along with Topik Kakki EAC, Aju Khonjuju, Chairman Sajolong Elite Society, Tadar Nana Junior Engineer and Chokia Pordung EO visited the village school also. Lauding the department for speedy work, Waii appealed to the villagers to cooperate with the executing agency and contractor. “Much awaited road project has finally connected the village with mainland, and people should welcome it with an open arm” he added.

Meanwhile Lada Circle Development Committee Chairman Pacha Rapung who also accompanied the team expressed happiness over the road connectivity. He further hoped the new development would come to village and its economic  would go up after  the road connectivity.

 

 

Bob Marley Festival enthralls the audience

ITANAGAR, Mar 3: The Dree ground located at Papu Nallah in between twin town of Itanagar and Naharlagun on Saturday evening wore festive look. Hundreds of Bob Marley descent there to toast to great musician who managed to inspire generation of youths across the globe. Organized by Phoenix Rising event management group, the festival witnessed performance from many bands of the region.

Jengging Vibes, Daniel and Soul Rebels, Lone Stallion and Roots Reggae bands performed in the evening.

Taba Chake, an independent acoustic solo guitar artist dabble in a eclectic mix of folk, jazz, blues and percussion style guitar. All the bands paid tribute to the legendary musician by playing his numbers and audience present thoroughly enjoyed their performance. However the evening belonged to Roots Reggae Band from Shillong. The beautiful dazzling sister duo of Elaine Wallang and Andrea Tariang won hearts of everyone present at ground with their mystic performance. Adding to the spice, Gino Thangkiew, a talented youngster spruce up the evening with some breathtaking performance. The air was filled with reggae atmosphere and crowd for the moment went to the era of 70s as documentary on late Marley was played. The organizer of event Bobby Hano expressed joy over the successful conduct of festival and hopes to organize it annually in the future.

 

 

Awareness workshop on sustainable drinking water supply and sanitation held

KHONSA, Mar 3: A block level awareness–cum-workshop on “Sustainable drinking water supply and sanitation - role of PRIs & FTK training’ was organized by Public Health Engineering and Water Supply Division, Khonsa on March 2 at Lazu.

Attending the programme, Er Likha Tekhi, EE, PHE & WS Division, Khonsa stressed on the need for involvement of PRIs in implementation of NRDWP and NBA programme. He added that NRDWP guidelines recognize and make a provision to hand over the responsibility for operation and maintenance of intra village drinking water supply system to PRIs. To achieve this goal of drinking water security, the GP, have to form VWSC (Village Water Sanitation Committee) to mobilize communities, educate them and ensure that they get the necessary training and technical support from District Water and Sanitation Mission (DWSM) and Block Resource Center (BRC).

Er Y K Singh, AE, PHESD, Khonsa gave detail note on composition and functions of VWSC, BRC, DWSM & SWSM through power point presentation.

Resource person Tesah Tangjang through power point presentation gave detail note on relationship between health, water and sanitation. He disclosed that there are four aspect of health to be called healthy; physical, mental, social and spiritual health.  To achieve these aspects one need to know how water and sanitation are interrelated to health. It is only through hygienic practices one will achieve good health in life. He added that 80% of the disease is caused through drinking of contaminated water. He encouraged the gathering to give prime important to water quality.  He advised the public to construct pig sheds.

PHE & WS Division, Khonsa Consultant Doi Tarak, highlighted the role of PRI/ VWSC in the management of drinking water supply and sanitation. He also highlighted on how to collect water sample and what parameter to be tested using Field Test Kit (FTK).

Resource person, Tadam Ruti spoke on concept and component of sanitation. He informed that there are seven components of sanitation; handling of safe drinking water, proper disposal of waste water, proper disposal of human excreta, disposal of garbage and animal dungs, home sanitation and food hygiene, personal hygiene  and village sanitation/ environment sanitation.

Resource person Gangphen Bangyang gave detailed about different types of low cost sanitary toilets encouraged the public to discourage  open defecation and in pigsty toilet.

N L Nam, Circle Officer, Lazu emphasised on horticultural crops, animal husbandry as alternative means of livelihood instead of Jhum cultivation.

Nonglin Ngowa, Laboratory Technician (LT), PHE & WS Division, Khonsa and Lilimai Deka, LT, PHESD, Deomali gave demonstrative training on how to use and measure the chemical reagents while handling the Field Test Kit(FTK) for water quality testing.  All the trainees were distributed IEC materials and FTK in GP wise.

Chairing the programe K Ayang, ASM, Lazu encouraged the participants to give important and attention to such kind of training for the welfare of community. He expressed his gratefulness to PHE & WS department.  DIPRO

 

 

Implement COTPA-2003, AAPSU urges Govt

ITANAGAR, Mar 3: The All Arunachal Pradesh Students’ Union (AAPSU) has participated in the “Campaign for Tobacco Free North East” which was held in Guwahati yesterday.

It will be a big endeavor of AAPSU to  make the  school, college and university campuses free from the  tobacco products, said Lota Singhi, IPR Secy of AAPSU who represented the union in the govt. of India sponsored programme.

Chewing of tobacco not only kills human being but also ruins the education and career of young people, particularly the school going children. Most of school going students use tobacco products regularly  even in school campus. As per guidelines there should not have tobacco shops within the radius of 100 metre of the educational institutions. But the guidelines are  being violated  and students are targeted as potential customers.   Selling of tobacco products   in and around the  educational institutions should be stopped  immediately for larger benefits of students and society as a whole, reiterated Biru Nasi, GeneralSecretary, AAPSU.

Parents should also  extend their  support to school administration  in banning sale and use of tobacco products within the school campus.

Further, AAPSU demands state government to implement 'The Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation Trade and Commerce, Production, Supply and Distribution) Act, 2003,' known as COTPA in short as tobacco consumption rate in  Arunachal Pradesh is higher than national average.  The union also urged the student community in particular to avoid all those harmful practices and also  appealed teachers and parents  to play a pro-active role in banning the tobacco products within the  school compound.

 

 

TLS felicitates Ering

PASIGHAT, Mar 3: Ninong Ering was felicitated on being elevated to Union Ministry by the Tagore Literary Society (TLS), Pasighat in a glittering function organized at the High-Region AKB premise, Pasighat here on Saturday evening.

The minister received a Citation and Shawl from the TLS Patron and Deputy Commissioner RK Mishra.

Speaking on the occasion, Ninong Ering said ‘I am lucky to be one of the few who blessed with ministerial portfolio at the Center in their first term in the parliament’.

Lauding the TLS the minister said the society is uniquely devoted to promoting and extending the knowledge and love of literature of Pasighat, its rich past and its vibrant present through various regional languages. He expressed happiness over the involvement of talented youths and budding writers of the State in the field of creative writing and further said our history, poems, stories, dramas and contemporary issues, penned in Adi & English etc should be explored nationwide translating into other regional languages to reach out to larger readers in the country. The Society should bring together aspiring writers of all kinds and caters to all those interested in literature on a wide variety, he advised.

He sanctioned five lakhs from his MPLAD for construction of TLS Community Cultural Hall and assured to continue his supports in future for up-gradation of literary activities of TLS.

Earlier, East Siang SP Pushpendra Kumar also urged the TLS members to translate all local books into Hindi and encourage the budding writers to provide platforms at the national level. He further said that yearly competitions on various literary activities should be introduced for the student communities and seminar should be organized involving prominent literary figures of the district, state and outside the state, he suggested.

Adi and Mishing resolve to hold cultural exchange programme

RUKSIN, Feb 3: The executives of Adi Bane Kebang (ABK) and Adi Students Union (AdiSU) held a coordination meeting with the various Mishing organizations of Assam at Jonai and exchanged their feeling to foster unity and integrity between the two communities.

The participants, in the meeting agreed to maintain their age-old relationship between Adis and Mishings and take up various issues related to ethnic cultures. The ABK and AdiSU leaders recalled the genealogical similarities between the two groups and pledged to preserve their age-old relationship.

Supporting the view of the Adis, the leaders of Mishing organizations such as Mishing Agom Kebang (MAK) and TMPK have assured their cohesion with Adis for any efforts to elevate their socio-economic, cultural and political existence.

The meeting later constituted an interim committee under the banner “Adi Mishing Lekonam Kebang” headed by Raju Medok and Okom Yosung and decided to organize a two-day “Cultural Exchange Programme” at Jonai on March 30 and 31.

The speakers in the meeting stressed on preservation of the genetic relation between the two groups and made it clear that political boundary cannot separate their genetic relation.

Earlier too, the organizations assembled in a meeting at Siku river near Pasighat and discussed various issues regarding unification of Adis and Mishings of the state as well as Assam.

It is worth mentioning that the ABK has been moving Arunachal government to grant Scheduled Tribe status to the Mishing living in the state. But, the matter is still pending as different sections are opposing the move.

 

 

TPC celebrates annual day

ITANAGAR, Mar 3: The 7th College Annual Day of  Tomi Polytechnic College (TPC) was celebrated at the College campus on 2nd March in a befitting and colorful manner.

The Day was formally inaugurated by lighting the Kuthuvilakku by Dr. V. N Sharma, SLO NSS Cell, DHTE, Arunachal Pradesh, Dr. C. Selvamony, Special officer, Sun, Udaya and Surya Group of Institutions, Kanyakumari and Correspondent, Tomi Polytechnic College, Basar, T. Migo Basar, Chairman Tomi Polytechnic College, Basar, Dr. M.S Ravi Kumar, Vice-Principal Sun College of Engineering and Technology Kanyakumari and Saraswati Basar, President Women’s welfare society, Basar. Students presented colorful cultural dances based on the cultures of different tribes.

S. Vinayagan, Principal In-charge read the Annual Report of the College highlighting the achievements in curricular and extra curricular activities.. T. Migo Basar in his presidential speech appealed to the students to devote their time in studies to pass their diploma courses within the stipulated time of three years.

Dr. C. Selvamony, Correspondent in his speech assured the student community all possible help and assistance for their higher studies either in Sun and Udaya group of institutions or in any other reputed technical institutions of Tamil Nadu. Dr. M.S Ravi Kumar Vice Principal lauded the achievements of the students in curricular and co-curricular activities and wished them all the best in their academic pursuits and life.  Prizes and awards were distributed to the toppers of Semester Examinations and winners of various literary competitions.

Dr. V.N Sharma, Chief Guest exalted the achievements of the students in their examinations and NSS activities which brought the “Best NSS Unit for the Year 2012” to the College, name of Tomi Polytechnic College NSS Unit will be forwarded to the Centre for National Award he added. AR donate medical equipment

ITANAGAR, Mar 3: The 1st Assam Rifles under the aegis of 25 Sector Assam Rifles has donated medical equipment to the Public Health Centre at Wakka village, Longding District yesterday.

The medical equipment was handed over to Health Department officials of Wakka by Commandant 1 Assam Rifles. This will enable better treatment of the villagers.

Meanwhile, Head GBs of Wakka and neighboring villages and civil administration expressed their gratitude to Assam Rifles for the gesture and pledged full support towards promoting peace and development in the region.

 

NEEPCO implements water supply scheme

ITANAGAR, Mar 3: General Manager cum Head of Project Pare Hydroelectric Project (PHEP) Er Sashi Boruah inaugurated the   drinking water supply scheme for Govt. Hr. Secondary School, Diomukh in presence of principal, teaching staff and the students on February 28 last.

The water supply scheme (ring well with overhead tank), a long felt basic need of the school, was implemented under “Corporate Social Responsibility & Community Development” (CSR-CD) Scheme of the NEEPCO Ltd. The Scheme will benefit 1600 students and 60 teaching and non-teaching staff of the school.

While responding to a memorandum submitted by the school fraternity Boruah briefed the objectives of CSR-CD scheme. He appealed student community to extend co-operation for timely commissioning of Pare H.E. Project. He assured that their grievances will be taken care of in future.

 

ATSU condemns murder

ITANAGAR, Mar 3: All Tagin Students’ Union condemned the murder of one Vijay Ramsing at Daporijo on February 28.

The union appealed to the concerned authority to booked the culprit/s and give them exemplary punishment as per law. It also appealed to the public to cooperate with the investigation team for immediate arrest of the alleged accused.

 

Enquiry demanded into admit card row

ITANAGAR, Mar 3: The Lower Subansiri District Nyishi Students Union (LSDNSU) today demanded for an enquiry into reported delay in receiving admit cards by the students of government secondary school Joram. The Union in a letter written to the higher and technical education director said that educational career of the 41 students  has been ruined as they could not write  CBSE examination at  the centre at Govt higher secondary school, Yazali due to non-possession of admit cards.  The matter should be properly enquired and legal action must be taken against responsible persons, the Union said and requested  the higher authorities to find out means and ways so that the students can write their exams.

 

APMCC condemns rape at Delhi

ITANAGAR, Mar 3: Arunachal Pradesh Mahila Congress Committee (APMCC) today expressed shock at Delhi minor girl rape incident. A minor girl of class II standard was reportedly raped on Friday at Mangalpuri NDMC Govt School. APMCC hoped that law enforcing agency would take stringent action against the culprits.

 

ABK welcomes Govt gesture

ITANAGAR, Mar 3: The Adi Baane Kebang(ABK) today welcomed the state government for awarding gold medal to Tashi Mize, a district forest officer, Dying Ering Wildlife Sanctuary division Pasighat during statehood day.

In a release ABK said that recognition to Mize for his selfless service in preserving and protecting wild life sanctuary is a noble gesture and hope that it would create sense of dutifulness and responsibility among the officers who are manning to protect wildlife across the state.

 

AMS conferred best youth organization award

TEZU, Mar 3: Amik Matai Society (AMS), a Tezu-based registered youth organization was declared the “State Level Best Youth organization” for the year 2012-13 during the concluding ceremony of the National Integration Camp (NIC) held at Krishnapur under Lekang block from February 27 to March 3. The NIC was organized by the Nehru Yuva Kendra Sangathan, Tezu with support of the Ministry of Youth Affairs & Sports, Govt. of India.

This annual award was conferred to AMS by Nehru Yuva Kendra Sangathan in recognition of its outstanding performance in different fields of  activities  including literacy activities, women empowerment, environment, anti-drug campaigns, health and sanitation, skill development, vocational training  etc. Presently, the organization is promoting livelihood and other rural development activities in the rural areas of Lohit and Anjaw with the support of various like minded agencies and state departments.

Earlier, Amik Matai Society was selected as the Best District Level Youth Club to qualify in the State Level competition. This Award will encourage the Society more to serve the society and contribute towards the nation building.

Medicinal plants and green economy

The growing global demand for medicinal and aromatic plants could help drive Nepal's green economy, particularly in poor communities where many types of such plants are harvested, says a new study released by the United Nations Environment Programme (UNEP) in collaboration with the Government of Nepal.

By harvesting these plants sustainably, and improving their value-added activity so collectors receive a fair share of the profits, the trade could contribute to social equity, environmental conservation and economic prosperity, said UNEP Programme Officer.

Creation of a green economy in the context of sustainable development and poverty eradication were among the themes endorsed at the UN Conference on Sustainable Development (Rio+20) last June.

As part of turning those themes into action, Secretary-General Ban Ki-moon urged world leaders earlier this month to implement policies that protect the environment, stressing that this will also benefit their economic growth and prosperity.

The never ending agony of DRDA employees

Dear Editor,

Through your esteem daily would like to share few things in regards to DRDA employees. The All India DRDA Employees Association, West Kameng District Unit appraised R.T. Khunjuju, Parliamentary Secretary, Hydro Power Development on 1st March regarding the poor service conditions of the employees since the inception of DRDAs in Arunachal Pradesh. I along with a delegation appraised the following to take up the matter at Govt. level:

The Govt. letter No. CD-47/82(IRD)PT/121 Signed by A.K. Ahooja,  Chief Secretary, Govt. of Arunachal Pradesh has not been implemented fully. Wherein, Para 2 of the Govt. letter states that the rules and regulations and provisions of FR, SR, CSR, GFR etc will be applicable to the DRDA staffs under Government of Arunachal Pradesh. (not implemented in case of DRDA)

Para 4.2 of the DRDA Guidelines (Govt. of India) states that The state Rural Development Department should draw 3-5 year plan for absorption of the staffs into the line Department. In addition, there are number of reminder letters from Ministry of Rural Development, Govt. of India addressed to Ex Chief Minister Lt. Dorjee Khandu as well as the present Chief Minister, Nabam Tuki and the minister of Rural Development, Govt. of Arunachal Pradesh, Tanga Byaling for absorption of DRDA employees into the line Department.

The DRDA employees in all the districts of Arunachal Pradesh are not getting their salaries starting from 6 months to 1 year at a stress which is a regular phenomena in all the DRDAs of the state which is a gross violation of article 39 (equal pay for equal work) under Indian constitution and also the violation of article 23 of the UN’s universal declaration of human rights which states that everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity, and social protection. 85% of the DRDAs in all over India have already been absorbed in the state cadre line Departments. There are number of correspondence letters from Ministry of Rural Development, Govt. of India reminding the state Govt. for absorption of DRDA staffs into the line Department. Since Govt. of India is allocating 90% of the fund for staff salary there shouldn’t be any backdrop of pay disbursement to the employees.

We have waited too long...

Dear Editor,

It is very much well known to everyone that Lower Siang District creation demand has been an issue so dear to the hearts of the Public of 28 Likabali and 36 -Nari -Koyu (ST) ACs since 1994.

Almost two decades have gone bye but the light of hope to see a district of the foothill people of this neglected part of Arunachal Pradesh has eluded us so far. A flicker of hope came with the cabinet meeting held on l2th January 2013 and subsequent declaration clearing the way for creation of Lower Siang District. We heartily welcome the public welfare oriented decision of the Govt, of Arunachal Pradesh. But we the people of 28 -Likabali and 36 -Nari-Koyu (ST) ACs would like to request the decision makers not to commit a blunder by inclusion in the almost two decades old dream of Lower Siang District with that of the newly born demand for Leppa rada District creation issue of Basar public.

The Govt of Arunachal Pradesh must be practical in its choice of decision. The Lower Siang District demand is an outcome of the government welfare programmes not being able to reach this far flung Assembly Constituencies. The need for creation of LOWER SIANG DISTRICT is due to the geographically contiguous landscape of this both assembly Constituencies.

The Govt, of Arunachal Pradesh must also recognize the serious problems faced by people of two assembly constituency. The boundary problems created with neighbouring state Assam and the law and order problems associated with it. Both this constituency remains cut from their respective headquarters namely Pasighat and Aalo during rainy seasons.

These are the reasons for demanding of LOWER SIANG DISTRICT by the foothill people of 28-Likabali & 36- Nari-Koyu (ST) ACs whereas Basar which is jut 40 Km away from present Headquarter Aalo whereas, the furthest village under 28-Likablai is more than 270 Km approx. from Aalo.

Last but not the least we the people of 28- Likabali and 36-Nari-koyu (ST) ACs once again thank and send our heartfelt gratitude to the present state Govt, for giving the cabinet nod for creation of LOWER SIANG DISTRICT. And also request for listing of Lower Siang District creation demand bill in the activities of the assembly session that begins this March. If it will not be introduced this Assembly session then this will be the greatest injustice committed to the district demand creation of both the assembly constituency, because we have witnessed many other newly born demands for district creation being created into new districts by the govt. Justice delayed is justice denied. However if justice is truly given to us then all of us who have lived everyday with pain and sorrow are ready to welcome it.
