Ramesh slams Arunachal Govt on PMGSY project implementation

ITANAGAR, Mar 3: The Union Minister for Rural Development Jairam Ramesh who recently visited Arunachal Pradesh during statehood day celebration has written a letter to Chief Minister Nabam Tuki expressing his serious concern over the implementation of PMGSY road projects in the state. In a letter dated 22nd February 2013, a copy of which is made available with this daily, Ramesh particularly showed his concern over quality of roads.
It is to be mentioned that during his visit to the state besides being chief guest at statehood day celebration, the Union RD Minister had visited Vijoynagar in Changlang district and Bameng in East Kameng district to laid foundation stone for two major PMGSY projects.

The Union minister clearly mentioned that the roads already sanctioned are yet to be completed, including 90 works sanctioned prior to March 2010. “Against required maintenance expenditure in the last 3 years of Rs.6.65 crore, actual expenditure is only Rs.1.94 crore. The quality of roads is very poor, with 23 per cent at ongoing stage and 17 per cent on completion being graded unsatisfactory by national quality monitors,” Ramesh wrote in the letter.
He urged Chief Minister to devote more attention to these three issues and keep him informed about the steps being taken by the state to rectify this unsatisfactory state of affairs.
According to the observer the major cause for delay and poor quality of work should be attributed to the contractor and public of the particular area. “Many a times contractors compromise with the quality of road for their benefits. However some of the blame for it should be borne by the public of the area. They usually disturb contractors and implementing agencies demanding their share in the work. This leads to the serious compromise of the work,” said a keen observer.
It’s been observed that areas like Siang belt, Papum Pare, Kurung Kumey, East Kameng and insurgency infected districts of Tirap, Changlang and Longding are worst performer of PMGSY projects. Even during his statehood day celebration speech, Ramesh had stressed on the need for judicious use of fund being provided by central Govt and emphasized that fund should reach the actual beneficiary.
School girl sexually assaulted at Longding
ITANAGAR, Mar 3: Hundreds of people went on a rampage severely assaulting an IRBn
personnel who was accused of sexually assaulting a Class-
According to source, hundreds of people started gathering at the police station since early this morning after news spread that the student of Govt HS School here was allegedly assaulted sexually and the IRBn personnel accused in the case was taken into custody.
The accused personnel of the 1st IRBn, who was recently posted at Longding alongwith others on law and order duty was picked up by the locals and police took him into custody. However, at around 5.30 in the evening when the accused was being taken to the CHC for medical examination the people swooped down upon the accused and assaulted him besides damaging government properties.
According to the latest report, doctors from the Army are now treating the accused at the local police station due to security reason.
The victim was last evening found in an unconscious state beside the circuit house. It was only this morning she gained her consciousness after she was taken to the CHC and narrated her ordeal.
According to sources, the accused had confessed of sexually assaulting the victim including rape after she was forced to consume drinks mixed with suspicious substance.
The police have launched investigation and the victim is being medically examined.
Meanwhile, Thangwang Wangham, local MLA and Parliamentary secretary, IPR condemned the incident and said that anybody committing such inhuman crime should be dealt with iron hand. He urged the public to allow the law to take its own course and not to aggravate the situation.
When contacted Longding SP informed that they have registered a rape case in this regard. “The crowd today thrashed him (accused) badly and caused serious injury to the head. We are taking him to Dibrugarh for treatment. We are yet to ascertain the rape charge,” said SP.
Remote Sekong gets road connectivity; Waii inspects development projects

Making the moment more historic Parliamentary Secretary for RWD Kumar Waii who is also local MLA inspected the road in an unofficial visit on Friday.
Parliamentary Secretary along with Topik Kakki EAC, Aju Khonjuju, Chairman Sajolong Elite Society, Tadar Nana Junior Engineer and Chokia Pordung EO visited the village school also. Lauding the department for speedy work, Waii appealed to the villagers to cooperate with the executing agency and contractor. “Much awaited road project has finally connected the village with mainland, and people should welcome it with an open arm” he added.
Meanwhile Lada Circle Development Committee Chairman Pacha Rapung who also accompanied the team expressed happiness over the road connectivity. He further hoped the new development would come to village and its economic would go up after the road connectivity.
Bob Marley Festival enthralls the audience
ITANAGAR, Mar 3: The Dree ground located at Papu Nallah in between twin town of Itanagar and Naharlagun on Saturday evening wore festive look. Hundreds of Bob Marley descent there to toast to great musician who managed to inspire generation of youths across the globe. Organized by Phoenix Rising event management group, the festival witnessed performance from many bands of the region.
Jengging Vibes, Daniel and Soul Rebels, Lone Stallion and Roots Reggae bands performed in the evening.
Taba Chake, an independent acoustic solo guitar artist dabble in a eclectic mix of folk, jazz, blues and percussion style guitar. All the bands paid tribute to the legendary musician by playing his numbers and audience present thoroughly enjoyed their performance. However the evening belonged to Roots Reggae Band from Shillong. The beautiful dazzling sister duo of Elaine Wallang and Andrea Tariang won hearts of everyone present at ground with their mystic performance. Adding to the spice, Gino Thangkiew, a talented youngster spruce up the evening with some breathtaking performance. The air was filled with reggae atmosphere and crowd for the moment went to the era of 70s as documentary on late Marley was played. The organizer of event Bobby Hano expressed joy over the successful conduct of festival and hopes to organize it annually in the future.
Awareness workshop on sustainable drinking water supply and sanitation held
KHONSA, Mar 3: A block level awareness–cum-
Attending the programme, Er Likha Tekhi, EE, PHE & WS Division, Khonsa stressed on the need for involvement of PRIs in implementation of NRDWP and NBA programme. He added that NRDWP guidelines recognize and make a provision to hand over the responsibility for operation and maintenance of intra village drinking water supply system to PRIs. To achieve this goal of drinking water security, the GP, have to form VWSC (Village Water Sanitation Committee) to mobilize communities, educate them and ensure that they get the necessary training and technical support from District Water and Sanitation Mission (DWSM) and Block Resource Center (BRC).
Er Y K Singh, AE, PHESD, Khonsa gave detail note on composition and functions of VWSC, BRC, DWSM & SWSM through power point presentation.
Resource person Tesah Tangjang through power point presentation gave detail note on relationship between health, water and sanitation. He disclosed that there are four aspect of health to be called healthy; physical, mental, social and spiritual health. To achieve these aspects one need to know how water and sanitation are interrelated to health. It is only through hygienic practices one will achieve good health in life. He added that 80% of the disease is caused through drinking of contaminated water. He encouraged the gathering to give prime important to water quality. He advised the public to construct pig sheds.
PHE & WS Division, Khonsa Consultant Doi Tarak, highlighted the role of PRI/ VWSC in the management of drinking water supply and sanitation. He also highlighted on how to collect water sample and what parameter to be tested using Field Test Kit (FTK).
Resource person, Tadam Ruti spoke on concept and component of sanitation. He informed that there are seven components of sanitation; handling of safe drinking water, proper disposal of waste water, proper disposal of human excreta, disposal of garbage and animal dungs, home sanitation and food hygiene, personal hygiene and village sanitation/ environment sanitation.
Resource person Gangphen Bangyang gave detailed about different types of low cost sanitary toilets encouraged the public to discourage open defecation and in pigsty toilet.
N L Nam, Circle Officer, Lazu emphasised on horticultural crops, animal husbandry as alternative means of livelihood instead of Jhum cultivation.
Nonglin Ngowa, Laboratory Technician (LT), PHE & WS Division, Khonsa and Lilimai Deka, LT, PHESD, Deomali gave demonstrative training on how to use and measure the chemical reagents while handling the Field Test Kit(FTK) for water quality testing. All the trainees were distributed IEC materials and FTK in GP wise.

Implement COTPA-
ITANAGAR, Mar 3: The All Arunachal Pradesh Students’ Union (AAPSU) has participated in the “Campaign for Tobacco Free North East” which was held in Guwahati yesterday.
It will be a big endeavor of AAPSU to make the school, college and university campuses free from the tobacco products, said Lota Singhi, IPR Secy of AAPSU who represented the union in the govt. of India sponsored programme.
Chewing of tobacco not only kills human being but also ruins the education and career of young people, particularly the school going children. Most of school going students use tobacco products regularly even in school campus. As per guidelines there should not have tobacco shops within the radius of 100 metre of the educational institutions. But the guidelines are being violated and students are targeted as potential customers. Selling of tobacco products in and around the educational institutions should be stopped immediately for larger benefits of students and society as a whole, reiterated Biru Nasi, GeneralSecretary, AAPSU.
Parents should also extend their support to school administration in banning sale and use of tobacco products within the school campus.

AR donate medical equipment
ITANAGAR, Mar 3: The 1st Assam Rifles under the aegis of 25 Sector Assam Rifles has donated medical equipment to the Public Health Centre at Wakka village, Longding District yesterday.
The medical equipment was handed over to Health Department officials of Wakka by Commandant 1 Assam Rifles. This will enable better treatment of the villagers.

The DRDA employees in all the districts of Arunachal Pradesh are not getting their salaries starting from 6 months to 1 year at a stress which is a regular phenomena in all the DRDAs of the state which is a gross violation of article 39 (equal pay for equal work) under Indian constitution and also the violation of article 23 of the UN’s universal declaration of human rights which states that everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity, and social protection. 85% of the DRDAs in all over India have already been absorbed in the state cadre line Departments. There are number of correspondence letters from Ministry of Rural Development, Govt. of India reminding the state Govt. for absorption of DRDA staffs into the line Department. Since Govt. of India is allocating 90% of the fund for staff salary there shouldn’t be any backdrop of pay disbursement to the employees.

It is very much well known to everyone that Lower Siang District creation demand
has been an issue so dear to the hearts of the Public of 28 Likabali and 36 -
Almost two decades have gone bye but the light of hope to see a district of the foothill
people of this neglected part of Arunachal Pradesh has eluded us so far. A flicker
of hope came with the cabinet meeting held on l2th January 2013 and subsequent declaration
clearing the way for creation of Lower Siang District. We heartily welcome the public
welfare oriented decision of the Govt, of Arunachal Pradesh. But we the people of

The Govt of Arunachal Pradesh must be practical in its choice of decision. The Lower Siang District demand is an outcome of the government welfare programmes not being able to reach this far flung Assembly Constituencies. The need for creation of LOWER SIANG DISTRICT is due to the geographically contiguous landscape of this both assembly Constituencies.
The Govt, of Arunachal Pradesh must also recognize the serious problems faced by people of two assembly constituency. The boundary problems created with neighbouring state Assam and the law and order problems associated with it. Both this constituency remains cut from their respective headquarters namely Pasighat and Aalo during rainy seasons.
These are the reasons for demanding of LOWER SIANG DISTRICT by the foothill people
